Completion tools and downhole accessories are among the most technically specific procurement categories in oil and gas supply. They are also among the most consequential — because once a well is cemented and completed, the tools installed downhole are there for the life of the well.
The global downhole tools market is valued at approximately USD 5 billion in 2025 and growing at a CAGR of around 4.9% through to 2034, driven by expanding upstream activity, increasing deepwater development, and the growing complexity of well programmes requiring more sophisticated completion architectures. Completion tools account for a fast-growing segment within that market, as operators move toward more technically demanding completion designs across offshore, HPHT, and unconventional well environments.
For procurement teams and drilling contractors, the challenge with completion tools and downhole accessories is not simply sourcing them. It is sourcing the right product, from a manufacturer with the right certification and production capability, with the right documentation, in the right timeframe for the well programme.
The Product Categories: Downhole Tools
Downhole accessories cover a broad range of products serving three primary operational functions: cementing, completion, and drilling support.
Cementing Tools
Cementing tools are run as part of the casing string and play a critical role in ensuring zonal isolation — the foundation of well integrity.
- Centralizers — keep the casing string centred in the wellbore, ensuring even cement distribution around the annulus. Available in bow-spring and rigid types; selection depends on wellbore geometry, casing size, and formation characteristics. API 10D governs bow-spring centralizer performance requirements.
- Float Shoe and Float Collar — installed at the bottom of the casing string, these one-way valve devices prevent cement backflow into the casing during and after cementing. The float shoe is the bottom-most component; the float collar is positioned above it, providing a second valve and a landing seat for cementing plugs.
- Cementing Plugs — bottom and top plugs that separate the cement slurry from drilling fluid during displacement, wipe the casing ID, and provide a positive indicator of cement displacement completion.
- Stage Tools — used in multi-stage cementing operations where cement cannot be placed in a single stage due to formation integrity, lost circulation, or long cement columns.
- Cement Retainers — mechanical tools run on wireline or drillpipe to isolate zones for remedial cementing operations.
- Liner Hangers — used to hang a liner (partial casing string) from the inside of the previous casing, with integral packer for annular seal.
- Casing Packers — provide annular isolation between the casing OD and the formation or previous casing ID, used in stage cementing and zonal isolation applications.
Completion and Drilling Support Tools
- Bridge Plugs — mechanical isolation tools set in the casing to isolate lower zones during completion, workover, or abandonment operations.
- Reamer Shoes — casing shoe with integral reaming capability, used where wellbore conditions may require casing to be rotated and reciprocated through tight spots or ledges.
- Casing Scrapers — run prior to cementing or completion to remove scale, mill scale, mud cake, and debris from the casing ID, ensuring a clean surface for packer and tool engagement.
- Crossover Subs — connection adaptors between different thread types, sizes, or product lines within the drillstring or completion string.
Drilling Tools
- Downhole Motors (Mud Motors) — positive displacement motors driven by drilling fluid circulation, used to rotate the bit independently of drillstring rotation in directional and horizontal drilling applications.
- Drilling Jars — mechanical or hydraulic impact tools run in the drillstring to deliver jarring forces upward or downward to free stuck pipe — one of the most critical risk management tools in drilling operations.
- Drilling Stabilizers — placed in the bottom hole assembly to control wellbore trajectory, reduce vibration, and maintain gauge hole diameter.
Certification and Qualification Requirements
Completion tools and downhole accessories are subject to certification requirements that vary by product type and application — and confirming these before procurement is not optional.
- API Q1 — the quality management system standard for oilfield equipment manufacturing. Manufacturers supplying completion tools to API Q1 should be able to provide their API Q1 certificate and registration number for verification against the API composite list.
- ISO 14310 — the international standard for downhole equipment used in oil and gas well completion, specifically covering packers and bridge plugs. For well completion tools, ISO 14310 validation is the key benchmark procurement teams should confirm before shortlisting suppliers.
- ISO 9001:2015 — general quality management system certification, applicable to all manufacturers but not sufficient on its own for downhole tool qualification where API Q1 and ISO 14310 apply.
- Operator qualification — many operators maintain approved manufacturer lists for critical downhole tools. Understanding whether the project’s operator or end-user has specific manufacturer qualification requirements — and confirming those before sourcing — avoids late-stage rejection of procured tools that do not appear on the approved vendor list.
Where Supply Coordination Matters Most
For completion tools and downhole accessories, the supply coordination challenges are distinct from those associated with bulk materials like OCTG or chemicals.
- Lead times are longer and less flexible. Completion tools from certified manufacturers — particularly specialised items like liner hangers, stage tools, or cement retainers in specific configurations — can have manufacturing lead times of 8 to 16 weeks or more. Procurement decisions need to be made early in the well programme planning cycle, not when the rig is already on location.
- Configuration specificity. Completion tools are specified by casing size, weight, grade, and thread type — and these parameters must match the casing programme exactly. A centralizer specified for 9⅝” 47 lb/ft P110 BTC casing is not interchangeable with one specified for the same OD in a different weight or thread. Getting the configuration wrong means the tool cannot be run.
- Material Test Certificates and traceability. The same traceability requirements that apply to OCTG apply to completion tools — heat numbers, material certification, dimensional reports. For packers, bridge plugs, and liner hangers, elastomer material certification (confirming temperature and chemical service suitability) is also a standard documentation requirement.
- Third-party inspection. For critical completion tools destined for demanding well environments — HPHT applications, offshore wells, deepwater operations — third-party inspection at source is a risk management measure, not an optional extra. Function testing of float equipment, dimensional verification of centralizers against API 10D, and packer qualification testing should be confirmed before shipment.
